ARTICLE
I
–
NAME
The
name
of
this Association shall be the Muskingum County Retired Teachers
Association, hereafter referred
to as the MCRTA.
ARTICLE II –
PURPOSE
A.
To
help
retired teachers maintain identity with the teaching
profession and promote the cause of education;
B.
To provide opportunities for meaningful contact with friends and
associates;
C.
To encourage active educators to seek information as they plan
and prepare for retirement;
D.
To educate members about insurance and other protective services;
E.
To
cooperate
with the Ohio Retired Teachers Association (ORTA) by
promoting membership, legislation, programs and projects;
F.
To
sponsor
and support such legislation in Ohio as shall
contribute to the comfort and welfare of retired teachers and educators;
G. To urge
members to serve their community by volunteering their services.
ARTICLE III- AFFILIATION
The
MCTRA
shall
be affiliated with the ORTA.
ARTICLE IV –
MEMBERSHIP AND DUES
A.
Categories
of
Membership
1.
Active:
Membership shall be open to any retired or former educator or
administrator who has been employee in any educational institution or
in the field of education with payment of dues (local annually and ORTA
life or annually);
2. Associate: Membership shall
be open to any person in Ohio favorably interested in education and the
problems of retirees upon payment of local dues, without the right to
vote or hold office;
3. Life: ORTA life membership
shall be open to any person eligible for Active membership.
B.
Dues
1.
Active (regular)
membership dues shall be annual payment of MCTRA $5 and ORTA payment of
$20 for regular members;
2. Active (life) membership
dues shall be annual payment of MCRTA $5 and on-time ORTA payment of
lifetime members;
3. Associate membership dues
shall be annual payment of MCTRA $5;
4. Active and
Associate membership dues shall be determined by the Executive Board
and voted on by the membership;
5. ORTA dues
are determined by the Ohio Retired Teachers Association;
6. The
membership year of the MCTRA shall be January 1 through December 31.
ARTICLE V –
EXECUTIVE BOARD
A.
The
work
of the MCTRA shall be exercised, conducted and
controlled by the Executive Board. Each member serving on the Executive
Board shall be a member of the MCRTA in good standing, and shall have
the right to vote;
B. The
Executive Board shall consist of the President, the Immediate Past
President, the Vice President, the Secretary, the Treasurer, and
committee chairpersons;
C. A majority
of the membership of the Executive Board shall constitute a quorum;
D. The duties
of the Executive Board shall be:
1.
To
hold
a reorganization/planning session following election of
officers and by mid-January of the following year;
2. To promote
constantly the planning and developing of interesting and informative
programs for MCTRA;
3. To work
and cooperate with the District Director of ORTA by volunteering
assistance and responding to requests for information;
4. To appoint
a successor to fill the unexpired term of any member of the Executive
Board, except the President who shall be succeeded by the Vice
President;
5. To set
local dues, with the approval of the MCTRA, to be collected beginning
in September.
ARTICLE VI –
OFFICERS
A.
The
President
1.
Shall
preside
at all general meeting and meetings of the
Executive;
2. Shall
appoint chairpersons of standing and special committees;
3. Shall
serve as ex officio member of committees;
4.
Shall
forward
to ORTA all appropriate information, including
names and addresses of new officers and committee chairpersons;
5.
Shall
be
responsible for cancellation of any meeting due to
inclement weather or other factors and for rescheduling;
6. Shall
attend state and district meetings, as are appropriate, and report
activities at the next general meeting.
B.
The
Vice
President
1.
Shall
serve
as chairperson of the Program Committee;
2. Shall
serve as president if the President is unable to assume that
responsibility;
3. Shall
automatically become President in the new calendar year following
election;
4. Shall take
minutes in the Secretary’s absence;
5. Shall
attend state and district meetings, especially at the President’s
request;
6. Shall
serve on the Nominating Committee.
C.
The
Secretary
1.
Shall
record
and keep a permanent file of minutes of all general
and Executive Board meetings;
2. Shall have
available for reference a copy of the MCTRA Bylaws, a list of officers
and committees, and a calendar of events;
3. Shall be
responsible for all letters of acknowledgement, thank you, get well,
sympathy, etc;
4. Shall keep
all external communications on file for one year;
5. Shall
serve as co-chairperson of the Membership Committee.
D.
The
Treasurer
1.
Shall
be
responsible for collecting and recording the receipt of
dues;
2. Shall be
responsible for recording any other monies;
3. Shall be
responsible for paying all bills for such items as supplies, speakers,
conferences, technical services, and luncheons;
4. Shall be
responsible for keeping a proper set of books;
5. Shall be
responsible for rendering a financial report at each meeting and at
such other times as is requested by the Executive Board;
6. Shall
serve as co-chairperson of the Membership Committee;
7. Shall
issue membership cards;
8. Shall
forward state membership dues to ORTA treasurer;
9. Shall keep
accurate membership records;
10. Shall be
bonded as determined by the Executive Board.
E.
The
Immediate
Past President
1.
Shall
serve
as a member of the Executive Board;
2. Shall
serve as chairperson of the Nominating Committee.
ARTICLE VII –
COMMITTEES
A.
Legislative
Committee
1.
Shall
check
on the state and legislative programs affecting
retires;
2. Shall
report findings to the general membership;
3. Shall, if
needed, ask members to urge representatives to either pass or defeat
issues.
B.
Membership
Committee
(see also Article IV)
1.
Shall
be
comprised of the Secretary and Treasurer
(co-chairpersons) and additional members as needed;
2. Shall
develop a list of prospective members from lists provided by school
districts in Muskingum County, ORTA, and STRS;
3. Shall send
information about MCTRA to retiring teachers an invite them to attend;
4. Shall work
to retain those recruited, especially life members who will receive
extra notification for local membership.
C.
Nominating
Committee
shall be the immediate Past President
(chairperson), current Vice President, and one regular member (see
Article IX).
D. Bylaws
Committee shall be comprised of two or more elected officers and two or
more regular members (see Article VIII).
E. Program
Committee shall be the Executive Board with the Vice President as
chairperson.
F. These, and
other committees, will be activated as requested by the President when
needs present themselves.
ARTICLE VIII –
BYLAWS
A.
The
Bylaws
Committee shall recommend any proposed changes in the
Bylaws to the Executive Board for approval and submission to the
general membership;
B. The Bylaws
shall be reviewed within a period of five (5) years following the date
of last revision/ If changed, the revised Bylaws must be approved at a
general meeting;
C. A copy of
the Bylaws will be given to each member upon entry into membership;
D. A copy of
the Bylaws will be given to each Board member at the first meeting of
the year at which time the Board members will read the Bylaws.
ARTICLE IX –
NOMINATION AND ELECTION
A.
The
President,
at least thirty (30) days before the October
meeting, shall appoint a committee of three (3) members (see Article
VII-C) and shall notify the Board of the names of the committee
members. The Nominating Committee shall nominate one (1) or more
persons for each elective office of the Board. The Nominating Committee
shall report these nominations to the membership at the October
meeting. Nominations may be made from the floor;
B. Paper
ballots shall be necessary if more than one person is nominated for a
particular office. The President shall appoint ballot counters;
C. If no
additional nominations are presented from the floor at the October
meeting, the report of the Nominating Committee, upon adoption shall
constitute an election;
D. Newly
elected officers shall be installed at the December meeting;
E. All
officers shall begin their terms on January 1. Officers shall serve a
term of one (1) year. All officers shall be eligible for re-election,
except the President and Vice President;
F. All
vacancies in elected offices shall be filled for the remainder of the
term by the Executive Board or by the President with approval of the
Board.
ARTICLE X –
MEETINGS
A.
The
MCTRA
shall hold six (6) meetings a year as determined by the
Executive Board. A yearly calendar shall be provided to the membership;
B. The
Executive Board may change or cancel the above meetings;
C. The
membership attending a general meeting shall constitute a quorum;
D. Robert’s
Rules of Order, Revised, shall govern this chapter.
ARTICLE XI –
DISTRICT, REGIONAL, STATE MEETING AND CONFERENCES
A.
Compensation
shall
be available for no more than nine (9) persons
or a maximum payment to ORTA of $200 for a given event;
B. Mileage
shall be paid at the current IRS rate;
C. Additional
expenses shall be compensated as determined by the Executive Board.
ARTICLE XII –
DISSOLUTION
A.
An
affirmative
vote of at least two-thirds of the total
membership of the Board, and thereafter, an affirmative vote of at
least two-thirds of the membership of MCTRA casting a ballot, provided
notification of each elections is announced at least sixty (60) days
before the vote takes place;
B. In the
event of dissolution, whether voluntary or involuntary or by operation
of law, its property and assets shall be given to an Ohio education or
charitable organization under Section 501(c)(3) of the Internal Revenue
Code, as amended.
ARTICLE XIII –
ADDITIONAL ITEMS
A.
By
the
February 2009 meeting, the President will select a
committee to explore the possibility of a scholarship;
B. Other
additions as necessary.
